Bus Maintenance, Servicing and Storage Facility Expansion

Centre Area Transportation Authority (CATA) is seeking bids to upgrade their Bus Maintenance, Servicing, and Storage Facility that houses the compressed natural gas (CNG) bus fleet. The project consists of several components including:

67,000SF open parking structure for employee parking

56,000SF maintenance and administration building

63,000SF renovation and addition to the bus storage building

Installation of  liquid fuel systems

Upgrades to CNG fueling compressor station.

Plans, specifications and other documents constituting the Contract Documents are available upon request. Due to size of those documents they are only available from this website via ftp. To get the needed ftp access information, please contact Ms. Jaime Miller via e-mail at jmiller@catabus.com. Since all contractors MUST also register with Ms. Miller in order to be eligible to bid on the project, you will also be given that opportunity at that time. Registering will also ensure that you receive any subsequent Contract Addenda.

A non-mandatory Pre-Bid meeting will be held at the project site, 2081 W Whitehall Rd, State College, PA 16801-2623 on Wednesday, August 13, 2014, beginning at 10:30 a.m.  A tour of the project site will be included as part of the Pre-Bid meeting. Additional visits to the project site shall be made by pre-arranged appointments by contacting Ms. Miller.

Separate sealed bids marked “CATA – IFB – FACILITY CONSTRUCTION PROJECT” will be received by CATA for the Bus Maintenance, Servicing, and Storage Facility Expansion to Jaime Miller, 2081 W Whitehall Rd, State College, PA 16801-2623 until 2:00 PM, prevailing time, on Tuesday, September 16, 2014 and will be publicly opened and read at that time for the following:

Contract No. 1 - General Construction

Contract No. 2 - Electrical

Contract No. 3 – Mechanical

Contract No. 4 – Plumbing

Contract No. 5 – CNG Construction

The bids received will be publicly opened and read at the time and date specified.  Late bids will not be accepted and will be returned unopened.  CATA will not be responsible for late postal delivery service nor will the postmark date be considered in honoring bids. Faxed or electronic bids will not be considered. CATA is not responsible for any costs incurred by a bidder in conjunction with preparing a bid.

All bids and contracts are subject to all applicable state and federal laws.

Contractors and subcontractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations.  All bidders will be required to certify they are not on the Comptroller General’s list of ineligible contractors.

CATA solicits and encourages disadvantaged business enterprise participation.  DBEs shall be afforded full consideration of their response and will not be subject to discrimination.  A DBE goal of 2.5% has been set for each contract.

Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto.  Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work involved and all other laws and regulations, State and/or Federal, applicable to such projects.

A cashier’s check, or an acceptable Bidder’s Bond, payable to Centre Area Transit Authority, State College, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid.

A Performance Bond for 100 percent (100%) of the contract price will be required.  A Payment Bond will be required as follows:

- 50% of the contract price if the contract price is not more than $1 million
- 40% of the contract price if the contract price is more than $1 million but not more than $5 million
- $2.5 million if the contract price is more than $5 million

CATA reserves the right to postpone, to accept or reject any and all bids, in whole or in part, or to waive any and all informalities, as it deems in its best interest.   

A bid submitted by a contractor shall remain firm for a period of at least sixty (60) days from the date for the submission of bids.

Invitation to Bid
Basin Bottom Repair

 

The Centre Area Transportation Authority (CATA) is seeking bids from qualified firms to provide repair and reseeding of CATA’s existing stormwater basin bottom located at the intersection of West Whitehall Road and Research Drive in Ferguson Township. 

Requests for bid documents, bid submittal, correspondence or questions and clarifications should be made in writing to Jaime Miller, Purchasing Coordinator, via e-mail to jmiller@catabus.com.  Firms may also view/download proposal documents below.  However, firms must register via email to Ms. Miller, in order to submit a bid or to receive addenda or other correspondence.

A Pre-Bid Meeting will be held on Tuesday, September 16, 2014, at 9:00 AM (EST) at the site.  All questions or requests for clarification must be received by CATA no later than – Wednesday, September 17, 2014, at 4:00 PM (EST).

Sealed bids marked "CATA - IFB – BASIN BOTTOM REPAIRS" will be accepted until Friday, September 19, 2014, at 2:00 PM (EST), when bids are scheduled to be opened at the address shown above.  Bids received after this date and time will not be considered and will be returned to the bidder unopened.  All bids must remain in effect for sixty (60) calendar days from the bid opening.

Bids must be submitted on the form provided. Bids submitted in any other format will be considered non-responsive and may be rejected.  Each bid will be submitted with the understanding that an Agreement will be required between the bidder and CATA, which shall bind the bidder to furnish and deliver the service at the bid price and in accordance with the bid specifications.

The responsive and responsible bidder supplying the lowest total price shall be awarded an Agreement resulting from this IFB. It is CATA’s intent to proceed immediately with the repairs, subject to weather conditions.

All applicable federal and state regulations and requirements, including, but not limited to, third-party contracting provisions, apply to this solicitation.

CATA reserves the right to reject any and all bids as it deems to be in its own best interest.
